Introduction:

As all chess world knows, nowadays there are legend tournaments like Linares, Corus, Dortmund for top men in chess.


As Turkish Chess Federation by the sponsorship of ?? Bankas?, we want to start a legend tournament for women chess.


The tournament will be organised every year traditionally, and only top 20 women by a logical invitation will be accepted in ?? Bankas? - Atatürk International Women Masters Chess Tournament.


TCF, ?? Bankas? want to underline together, the priority which had been given to women by Mustafa Kemal Atatürk, our eminent leader who established Turkish Republic.


TCF and our main sponsor, ?? Bankas?, is aiming to invest on the women chess for the next ten years. TCF is willing to create a women dream team which may win the Olympiad 2012 - 2014.


  • II. Tournament:

?? Bankas? - Atatürk International Women Masters Chess Tournament will be a round robin tournament. It will start on 10 March 2008 (arrival) and will finish on 20th March 2008 (departure). The players will be 8 invited and the best two Turkish women player from FIDE ELO List.  Tournament will be played 9 rounds by FIDE official time control (90 minutes for the first 40 moves followed by 30 minutes for the rest of the game with an addition of 30 seconds per move starting from move one). The tournament will be organised in ?stanbul on the 41st floor of ?? Bankas? Towers.


  • III. Appearance fee:

All payers invited will be given an appearance fee by following formula of according to their Rating category plus their place in the starting rank of the tournament.


III.A: Appearance fee according to the Rating Category:


  • a. ELO of January 2008 Stipend USD
  • b. 2600+ 1.500
  • c. 2500+ 1.250
  • d. 2400+ 1.000
  • e. Under 2450 no invitation and no appearance fee

Ex or current World Champions get 1.000 USD more.

Ex European Champions get 500 USD more.

  • IV. Prize Fund:

Total Prize Fund will be 16.000 USD as following:

All prizes are tax exempted in Turkey. National taxes occur in players' origin country is their responsibility.


Top three players will be given trophies and medals and gifts. Three time winner of tournament will get a silver cup.


  • V. Travel Expenses

Foreign players coming to Istanbul from Europe will be paid a fixed 300 USD for their travelling cost. Players coming from other continents will be paid 800 USD. All players are free to choice their way of travelling (flight, train or etc.).


Airport - Hotel transportation will be done by TCF.


  • VI. Accommodation:

Accommodation will be provided in Sheraton Istanbul Maslak Hotel (5 stars). Each round, transportation between venue and hotel will be provided by organisers with private cars. Hotel is bed and breakfast and there are many restaurants around to eat lunch and diner with choice. Organisers will provide 50 USD per day pocket money only for players for lunch and diner on their choice.  Accompanying persons, coaches, any other people, who come together with players, will pay their accommodation. Extra people accommodation is 200 € in single room and 150€ in double room bad and breakfast. Extra people coming should inform organisers latest by 15 December, since hotel is fully booked on the period of event.


  • VII. Code of Conducts by Players:

All players should participate to press conference just after the round every day. They have to wear proper dress and behave according to FIDE rules of fair play. After each round what ever the result players will be invited to Press Conference by the order of time they finished their game.


  • VIII. Participation:

Please send us an answer till 15th of December early answers will be preferred.


  • IX. Regulations: Official regulations, arbiters and the details of Tournament will be published on the 1st February 2008.
  • X. Players Eligible to get invitation:

All woman players over 2460 ELO on the 1st October ELO List or over 2400 and having GM title, plus IM Ekaterina ATALIK Turkey, Plus a Turkish female player if the participating players number is lesser than 8.  Invitations will be finalised by the 1st October List and appearance fees will be paid by 1st January 2008 List. If the number of players accepting the invitation is lesser than 8, organisers will not go down on ELO list. Even if only 5 players accept then it will be double round robin tournament. Regulations and Schedule will be declared by the 20 December 2007.

TECHNICAL REGULATIONS

  • 1. ORGANISERS

The organizers are Türkiye ?? Bankas? and Turkish Chess Federation.

  • 2. SYSTEM AND RATE OF PLAY
  • i. The tournament will be played using the Round Robin System with 9 rounds.
  • ii. The rate of play will be 90 minutes for the first 40 moves followed by 30 minutes for the rest of the game with an addition of 30 seconds per move starting from move one.

  • 3. RANKING AND TIE BREAK SYSTEM
  • i. The final ranking order of the players is determined by the number of points scored.
  • ii. If at the end of the tournament two or more players are tied for the same rank, the following tie-break methods shall be applied by order:
  • a. The match result between two players (if two are tied)
  • b. Sonneborn-Berger(with real points),
  • c. The greater number of victories.
  • d. The lower ELO wins tie-break.
  • iii. The players in the same point groups will share money prizes.
  • 4. APPEALS AND APPEALS COMMITTEE
  • i. Protests against decisions of the Chief Arbiter, must be submitted in written form to the Chairman of the appeals committee within 15 minute after completion of the playing session. The protest must be accompanied with the sum of 100 USD as a deposit from the signatory. The deposit must be handed to the Chairman of the appeals committee. If the appeal is granted, the sum shall be returned immediately. If the appeal is refused, the deposit is forfeited to the Organisers.
  • ii. Appeals Committee consist of 3 members(and 2 reserves) and will be elected Technical Meeting.

Before every round there will be a shuttle service from Hotel to Venue at 13:15 sharply. Players who misses the shuttle service should come themselves. From venue to hotel every day there will be two shuttle services at 17:30 and at 19:00. At the end of the round, additional transportation will be provided.

  • 5. SCHEDULE

The ?? Bankas? - Atatürk International Women Masters Chess Tournament will start on the 10th of March 2008 (arrival) and will finish on 20th March 2008 (departure).  The Chief Arbiter after consultations with the Organizers may change on the tournament schedule. Such a change will be announced in due time.

The total Prize Fund for the ?? Bankas? - Atatürk International Women Masters Chess Tournament will be US $16,000, to be awarded as follows:

  • 7. ADDITIONAL REGULATIONS
  • i. Article 10.2 of the Laws of Chess is not valid.
  • ii. Analyzing is not allowed in the playing hall.
  • iii. It is strictly forbidden to bring a mobile phone, not authorized by the chief arbiter, into the playing hall. If a player's mobile phone rings in the playing venue during play, that player shall lose the game according the Laws of Chess.
  • iv. Flashes may be used only in the first fifteen minutes of the games.
  • v. In case of pre-arranged games both players will be penalized.
  • vi. All players should appear in Press Conference after the match. Players will co-operate with the Press Officer (Mr.$Ouml;zgür AKMAN) for interview requests by journalists.
  • vii. We assume that all the players have read the Tournament Regulations and are obliged to obey them.
  • viii. Only the players and arbiters shall be allowed in the actual playing area, except with the express permission of the chief arbiter.
  • ix. Players are not allowed to speak during the match with any person without permission of the Chief Arbiter.
  • x. Dress code should be probable according to FIDE rules.
